I think he's trying to do an upper class British accent for Frollo, since the original voice actor (Tony Jay) was English.
However he does the thing that, as a Brit, grates on me when Americans do that accent, replacing 'a' vowels with 'e' or 'i'. You can hear him sing 'You know I *em* a righteous man'. We don't do that.
