I did not not get more information why you may want to do that. But you could use this trick: In Inkscape, the last style can be saved. Proceed by drawing using the pencil tool, set the stroke and color you wish to have. Double click the pencil tool icon and a window will come up. Tick the "Last Style Used" box.
