I mean realistically, you are not going to naturalize in Paraguay. One person naturalized in Paraguay in April at the Supreme Court's monthly naturalization ceremony. About 850 people overall naturalized in Paraguay in 2023 & 75% of those who naturalized did so through marriage. 0nly 25% or just over 200 people naturalized via the normal naturalization route in Paraguay. The odds are worse in Peru where the most recent data from 2019 shows just 72 people naturalized in the country. I have not been able to find the naturalization numbers for Chile, but Argentina had about 5000 people naturalize in 2022 and about 3500 naturalize in 2023, 2022 was dealing with a bit of the COVID backlog cases. In the last decade about 46,000 people have naturalized in Argentina. It is far and away the country in South America most likely to grant naturalization to an immigrant. While it takes longer to naturalize in Chile, I am still searching for their naturalization statistics because I suspect that they have one of the better success rates in South America, not Latin America overall, because I suspect Mexico does a better job at naturalizing immigrants than even Argentina, but Chile has about 10% of its population from immigrants and while it has been trying to stem the immigration tide from certain Mercosur associate member states and other poorly developed countries in Latin America and Africa it has remained encouraging of immigration from Europe and the CUNA countries.
UPDATE: In 2021 Chile issued 1350 "nationalization cards" ie granted naturalization to 1350 people, so it is granting more naturalizations than Paraguay, but not nearly as many as Argentina. Although recent changes to Chilean naturalization rules should improve the naturalization rate in the country I haven't been able to find more recent statistics regarding Chile.
This already represents an improvement versus earlier in the century as between 2006 and 2014 only 7800 naturalized in Chile.
Don’t you think there might be something wrong with the numbers from April 2024? Whether you naturalize or not comes down to many components, including dual citizenship concerns, and many other facts. I doubt the April number is accurate. I’ll work on something and make a post in the community tab. Also, the majority of immigrants are from Latin America and many don’t want to naturalize somewhere else. Then, you have many European immigrants from countries that don’t allow dual citizenship, and they’re reluctant to exchange an EU passport for a Paraguay passport, which makes sense. I’ve met people from Lebanon who naturalized in Paraguay. Sorry, but this one depends on the individual, and there are many nuances to consider.

To add some context in 2022, in Portugal 46,299 people naturalized as citizens. Latin America is far less likely to grant citizenship than EU countries to their permanent residents, but of those Latin American countries most likely to naturalize a citizen, Argentina is your best bet.
