In the musical, Elpaba isn't actually dead. She faked it to escape the ridicule of Oz. Glinda going along with it, like you said, just doing what Elphie asked of her. In my choir class, we're singing this and a few other Wicked songs for our Spring Concert. Great lyrics, by the way!
I like it how they are cheering when they haven't won the battle with the Witch.. She staged her own death by using the rumors that she's allergic to water to her advantage and when Dorothy threw it on her, she pretended to die but went into a trap door :3

Indeed they are, the book was so confusing to read I got lost and had to read the book a few times to understand it, and in all do respect @dftbachick1929 The Ozian government, puts the Hunger Games Capitol to shame. No hating though, both books were good reads!
In the song, I can sense a bit of forced language in there...you know, the way she said things sounded like the actress was TRYING to make it sound forced, like she was acting.
I think that's the idea. Glinda has to pretend she's happy about this death and that Elphaba was evil (she wasn't) and deserved to die when really she is heartbroken over her best friend (and in the book her lover) apparently dying and her not doing anything to help her or save her from her fate. She's faking joy at a time when she wants to cry.
It's funny how they sound happy that it's a girl at first but in the book they we're more mad that it was a girl than the fact it was green. All the women wanted boys.
