Kevin MacLeod licenses his music with the Creative Commons Attribution (CC-BY) License, which means the only thing you have to do to use his music in your own works is give him credit. Even if he changed the license, he couldn’t retroactively apply it to works that had already used his music under CC-BY. As for changing the license in the first place, that’s a pretty complex legal issue. Some licenses like GNU GPL for software explicitly prohibit switching to a more restrictive license in the future. But since CC-BY doesn’t have that rule (as far as I’m aware at least), you could theoretically change the license and all new works would be required to follow the rules of that new license. However, enforcement would be a nightmare, and I couldn’t imagine Kevin MacLeod trying something like that.
