What happened was 2 different cases in specifically the states of California and new York 2 states out of 50 new York being one of the smallest but heavily populated states. Basically people WERE NOT OBEYING the lockdown. They were still going outside and spreading infection And finally The second cause. Their jails are heavily heavily HEAVILY populated. So the virus was spreading like wildfire So with these 2 things in mind the 2 governors of the 2 states pitched this idea so they decided to try and control population control in their prisons and jails via letting people get away with this more easily and once the outbreak was under more control they would arrest everyone who broke the law. So to test this idea They changed bail to zero and did the $1,000 dollar theft in 2 *cities* Again repeating that *Cities* as a test Only 2 cities Los Angeles and new York city. Not the whole country. Your missing his specific context of "in LA and new York city." They were still charged and arrested. Bail doesn't equal freedom. It just means they can move around until their court and sentence is finally made. But again it was all a mistake instead of just simply making their jails and prisons bigger.
