We don't know the true story as of yet, so I'm considerate enough not to assume Milla is some bioweapon unless the 3rd game reveals it. You need to complete all of the Battlesphere challenges and obtain all of the Time Capsules. Once you've done that, defeat Merga, and you'll be able to access Weapons Core and the TLB.

I assume she’s living in the sunken remains of Bakunawa. I suspect Lilac would check there first so she’d probably be on the move after.

I do believe that you have to find all of time capsules to acces this TFB... Altho i can be wrong
