3G/4G... so what is it that motivates the ITU and 3GPP to create these specific standards? How do they know what carriers are actually capable of to support 5G? I mean what would happen if they just decided to propose some very outlandish and completely unrealstic goals as to speeds, abilities and cost considerations for the next generation ? Would there or could there be a lot of push back from the providers/carriers against this? Just not sure what the ITU and 3GPP get out of actually regulating all of this..

ITU sets requirements which are based on inputs from researchers, vendors, operators, etc. worldwide. They are based on consensus not dictated. The requirements are very challenging and many systems do not meet the requirements in practice. For example, one of the main requirements for IMT-Advanced (or real 4G) was that UL and DL theoretical speeds of 1Gbps. Most LTE-A networks do not meet this requirement. Similarly, 5G has some very tough requirements. I am sure the marketing people have figured out how to call their network 5G, even though it may not meet the IMT-2020 requirements.
