if I was lucky enough to win the Powerball the first thing I would do is put it in the the money in a new account and keep there live off the interest of the account but I would also get involved get a advisor involved in order to figure out the best way to invest into something to make my wealth even more wealthy.

The issue was he won the money long after the crime. The victim should have only been entitled to what he was worth at the time and yes every single penny at that time.

What does it matter who purchase the ticket? As the ticket was never stolen then it should just be a possession thing. Shouldn't matter if you went to the store. If you went in for me to buy me lottery tickets as soon as you handed me the ticket it was my ticket. If anything the only case should be I sent you to buy the ticket but you never gave it to me, or someone stole it. Its a simple as you didn't care until you found out I won.
