While you are correct about the note 7, batteries don't expand much on width and length simply due to how they're constructed. The gaps are there to protect the phone from going kaboom, but it's mostly for construction cost because lipo batteries are relatively soft and can easily be pinched when assembling. When the battery is pinched, that's a fire hazard. So if they want right tolerance on the battery, they have to spend extra time, which means extra money for negligible improvements. Why spend so much more money and potential lawsuits and recalls and brand damage when you can just play it safe and shave off 100mah. Not like it would make a noticable difference in normal use.
