I fix neglected or none working (usually), generators, mowers, chippers, wackers, blowers and really anything with a small engine. Remove the air filter cover and spray top of carburetor with B12 or carburetor cleaner
Then try to slowly work arm back and forth
Spraying it will help

What do you use as lubrication for the governor?

The governor is inside the engine and the engine oil lubricants it
For the lever to carb wd40 will work 😮
