The Hankyu Senri Line (阪急千里線 Hankyū Senri-sen) is a railway line in Osaka Prefecture, Japan, operated by Hankyu Railway. It was completed on March 1, 1967. Through trains operate to and from the Hankyu Kyoto Line and the Osaka Municipal Subway Sakaisuji Line.

Had visited Kitasenri in 2010 because of a stay in the University of Osaka. This video brings back a lot of memories.
One week lived in kitasenri...everyday used this train....very memorable

Are they constructing elevated railway bridge for this line?
It's a private project for Hankyu railraod? Or have government funded/aided for this project?

for 8:05, yup they are moving the track section to be grade separated.
hankyu is a private railway from its foundations, they don't receive any kind of aid/subsidies. (no rail line in japan receives government subsidies, you pay the full price)
japan started it's railways, with only private companies, then part of the network was nationalized, and the government had it's existence alongside the private companies.
for example, From Osaka to Kyoto, you had the JNR, or this private railways options: Hankyu, Kintetsu, and Keihan.
During 1987JNR was split and privatized, to companies such as JR West, JR Central, JR East.

将来北陸新幹線新大阪まで伸びたら
千里山駅は北陸新幹線との乗り換え駅になるでしょう
阪急千里線も北大阪急行や阪急宝塚線と同じように閑静な住宅街を走るいい路線だと思うけど、カーブが多く優等列車がないので梅田まで出るのに時間がかかるのが玉に瑕ですね。
下新庄駅と豊津駅をなくして線形を改良したら、もう少し高速化できそうですけど・・・
