hankyu is a private railway from its foundations, they don't receive any kind of aid/subsidies. (no rail line in japan receives government subsidies, you pay the full price)
japan started it's railways, with only private companies, then part of the network was nationalized, and the government had it's existence alongside the private companies.
for example, From Osaka to Kyoto, you had the JNR, or this private railways options: Hankyu, Kintetsu, and Keihan.
During 1987JNR was split and privatized, to companies such as JR West, JR Central, JR East.

阪急千里線も北大阪急行や阪急宝塚線と同じように閑静な住宅街を走るいい路線だと思うけど、カーブが多く優等列車がないので梅田まで出るのに時間がかかるのが玉に瑕ですね。
下新庄駅と豊津駅をなくして線形を改良したら、もう少し高速化できそうですけど・・・

These are the electric trains with their attached 'wire' and appurtenances: it looks like you are moving through a long tunnel made of continuous giant spider webs; it's too clinical and no fun to watch, so we are going somewhere else to watch diesel engines on unencumbered tracks.
