So In 12 months total 1560 hours should not exceed... I have one doubt.. suppose if for first 3 month we don't do any work so technically 120x3 = 360 hours not used by us.. so can we do work for more hours in upcoming months to complete our 1560 hour limit?

If your residence permit is for studies, the you must be a full time student. You need to be successful enough in your studies and not make it look that it is just an excuse for getting the RP.
If you have been granted a residence permit for studies, you are allowed to work in paid employment in any field for an average of 30 hours per week. The number of working hours can be exceeded some weeks, as long as the average working hours are no more than 30 hours per week at the end of the year.
During holidays, for example, you may work full-time in any field, provided that your average working hours are no more than 30 hours per week at the end of the year.
In other words, you may work for an average of 120 hours per month or a total of 1,560 hours per year.
If your degree requires completing paid internships or a diploma work, the working time restrictions do not apply to them. In other words, this work is not counted towards the weekly 30-hour limit.
Your employer checks how many hours your residence permit allows you to work. Both you and your employer are responsible for ensuring that the maximum number of hours is not exceeded. The authority responsible for overseeing working times is the Occupational Safety and Health Administration (tyosuojelu.fi)

You can't exceed the limit, you can't work more even during the summer months. This is new rule!

You are badly mistaken. The Finnish immigration system doesn't have any study visas. Visa is only for short visits. No specific visa type exists for students visiting for at most 90 days.
The first residence permit for studies would be the more relevant immigration permit.
Nobody else can apply for a residence permit than the applicant him- or herself. The Finnish authority for handling immigration permits and the application process is the Finnish Immigration Services (Mirgi) . Take a look at their website for additional information.
