    Hi new to the channel and I love this idea, I've already started modelling my own.
    Some feedback improvements to your design.
    Firstly
    More holes in the collar your trying to displace a fixed amount of flow into a smaller orifice, and bevel your holes also so they have the best chance to catch fluid.
    Also why not feed into the internal ring at a angle rather than straight 90 to the tool ?
    Secondly, like on broken through coolant insert holder the coolant flow needs to be aimed at the cutting insert. Yours is aimed away from the cutter so would be worse as rpm increased starving the cutter of coolant.
    Finally
    Your pocket that holds the cutter needs to be shaped to hold the sidewalls of the cutters taper, this will drop the risk of it shattering. As your only using the tiniest edge to support the cutter from side loads.

    I would print the sleeve with a slot and seal the slot with felt i think. Should give enough of a seal to work but not too much friction on the tool certainly as soon as its damp with coolant.

      IIRC felt was/is used on vintage cars for the water pump shaft seal.

    I Like the method of measuring the cutter. The plastic collar might be friendly-er if the collar seizes on to the cutter from the helicopter stand point versus a more robust metal one?

      I do have a bit of ally bronze, just cant bring myself to butcher it for an experiment! My mate says I am tighter than a Ferrari head gasket and I tend to agree!

    Why not give lip seals a try?
    You are not workng with high pressures, so it might work
