+MrGamefreak10 I felt the same way as a kid whenever I would make a call and get a wrong number or the number had been disconnected. That damn three tone signal! Even today I get uncomfortable when I hear it, probably because it scared me as a child. Anyhow, the two tone signal that sounds after the three burst signal was chosen because it's so unpleasant to the ear, since it's sure to grab the listeners' attention.

The first 3 tones in an EAS alert Message are actually bursts of encoded data about the type of emergency and other information. They are repeated 3 times for redundancy.

The synthetic voices are what's used irl so I think it adds to the realism quite nicely.
The point is that it’s a text-to-speech. They wouldn’t have a person doing the voiceovers for immediate action things like this.
