Great Job with this! 2 important things to point out: The 2M change, outside of pressure, allows better combo routing. Before, he couldn't combo very well on 66L. However, now he can consistently combo on crouching. The other main point of 22M (Magnificant Tool of Destruction), since the frames have been reduced by 9F, it means that neutral tech dash attacking rarely works against lowain. Only a few characters can challenge his Oki after a 214M (Awesome Sauce). Other than that, you nailed all the important points. Really great job with this!
I did forget one other thing. The backdash. Since the frames have gone down to 17f, he's now properly able to backdash shimmy people. Beforehand, he recovered way too late to get anything meaningful, but both because the distance has been reduced and it's become faster, he's properly able to back dash and generally able to get a 5M or 66L punish on a throw bait. Lowain was already a tricky strike throw character similar to Strive Faust, but now he has more tools to be able extend the strike throw mix.
As a Lowain main, all of the buffs are fantastic. The critical hit 214U gives now allows you to get a 5U and setup all while remaining plus. The nerf to his SSBA losing invincibility on startup stinks, but it’s not a great comeback SSBA. Even back then. So I’ll live.
