Deathstroke will always be a Nightwing villian first and foremost, no matter how hard they try to make him a Green Arrow or Batman villain. It's just so much more personal between them. As far as Deathstroke is concerned, Dick killed his first son, worked with his ex-wife to turn his second against him, got his second son killed, and turned his daughter against him. Dick ruined Deathstroke's life (in his opinion. In reality Slade did that himself). Deathstroke is a professional. He'll take a contract on anyone for the right price. But Dick Grayson? He'll do that job for free.
Deathstoke hasn’t appeared in a Nightwing comic since the 90s, meanwhile he’s a regular in Batman comics. He’s more a Batman villain than Nightwing villain these days
One thing in the Zucco case that served as an extra nail in the coffin was that when Zucco offed his underling, Robin was nearby though out of range to stop the murder. He did however manage to get a telescopic photo of the event which clearly showed Zucco personally committing the crime. Thereby Dick was essentially responsible for the warrant against Zucco.
What about Torque, Silver Monkey, Prankster, Orca, Doctor Daedalus, Mr Minos, the Secret Society, the Second Hand, Paragon, Pigeon, Mouse, Giz, Defacer, Road Devil, Stallion, the Court of Owls, the League of Assassins and Heartless? They have their own worth.

Meh. „Insanely Powerfull“ is a bit far fetched. They are all street Level in Terme of Power (except for Deathstroke) They are without a doubt intimidating but not insanely powerfull. Cosmic Entities are powerfull, like Perpetua, Darkseid or the Empty Hand. Nichteinhaltung Villains are without a doubt dangerous, but only a bit above street Level
No, those guys are universal, multiversal, godly etc etc… Blockbuster at max is building level and ye, most average guys wouldn’t be able to compete with those villains so within Nightwing’s world, they’re insanely powerful. Also tf, Deathstroke is literally Street level as well lmaooo proof you don’t know what Street level means. He has gadgets like Batman and other street levels to compete, like his armor. Nightwing can 1v1 him, Batman fights him pretty on par depending on the day, he needs gadgets galore… learn to scale and what words mean.
I don’t like Brenton Thwaites as Nightwing. He isn’t very good actor. I wish they got someone else. I wish the Titans show got a better budget, better writers, the effects were better, and the acting was better in this show.
