The state owns the backbone of the economy through state owned enterprises. It can be argued that this is in line with Marxist theory, as the point is to slowly transform the economy into a more socialist economy once a market economy has formed. This is probably the most simplistic explaination of Vietnam's economy. But this is what I read regarding their economy.
