The piece of music was written by Victoria Wood the piece is called Capstan but also Anne Widdecombe. It was a series of theme tunes that ran through the whole Christmas special.
Yes it is--he tutored Victoria when she expressed interest in playing the trumpet again. She received an honorary fellowship from the Royal Academy of Music as he sat proudly watching at the ceremony.

I think it was written especially for the sketch; music for the programme is credited to David Firman and Victoria Wood.
