This shows every universe in mlp is going on different time frames and the same events are getting replayed over and over again. Her magic when using it was insignificant and pretty much useless, while Pinkie knew exactly what she wanted, how she wanted it, and pulled it off flawlessly on the large scale levels that Discord would. This could mean that some ponies can naturally handle chaos magic, and if they can, it spreads across their timeline. Another theory is that some ponies are born with chaos magic that could possibly seep out from Discord’s realm.
