I eventually figured that actual connection is established by the app, Torque or OBD car Dcotor in my case. You only need to pair the adapter once using phones Settings but it never remains connected like a bluetooth headphone does, it only pairs once and that all you need see. Run the app, choose adapter from paired bluetooth devices list and then app will initiate the connection.
