Regarding the minimum 1 second cooldown - as far as I know, you can get the actual CD value lower, but it'll never play out as if below 1. I had a chronobarrier game where I beat a 1.4 second post-barrier Atlatl, which I assume could only exist because the cooldown was lowered to 0.4, which usually defaults to 1, except it was increased by 1 second so it didn't need to default up to 1.
Just started playing a few days ago, how does haste work if something has a low enough cooldown that haste would make it under a second, would it just default to 1 second the lowest possible? And when people mention internal cool-down I assume that means when something is triggered by charge or anything that isn’t it’s regular cool-down but how often it can be triggered?
We were discussing it in the Dooley chat in the discord recently. Atlatl has a base cooldown of 10 secs. With a diamond chronobarrier, the cd seems to be 1.2 secs. We wondered if it was coded so that the cooldown reduction capped at 90%. It would be consistent with what we see cuz 10% of the now 12 seconds cd is 1.2 secs. Typing this now I wonder what would happen if atomic clock is used on it

yah that'll be an easy cooldown = max(value, 1)
