The Philippines' Crisis of No Running Water

We managed to go four days with NO RUNNING WATER IN THE PHILIPPINES. The water tank on the roof, which holds 800 litres, even ran dry. We ended up using the Drums on day 4 but thankfully the water finally came back on.
So, what is the cause of water interruption in the Philippines? Generally, it's bad governance and the rapid population growth also affects water supply. This is pretty normal in the Philippines, and you just have to get on with it. Really, it's not too much of a hardship, but I wouldn't like to go longer than 4 days without running water here,
