    why the sign is positive right side of the square element at 2:07 , pressure should decrease left to right ?

      Yes. That will be decreased. The amount of force that is reduced is the pressure force in CD and the shear force on the surface of the cylindrical element.
      Note the last line at 3:45, the forces are subtracted.

    at 15:11 why isnt upper limit - lower limit ?

      Dear Jerry, In this case, our intention is to get an expression for head loss in pipe flow along the length of the pipe. The upper and lower limits mentioned here are the distances from a reference point. Hence, the difference between these two distances will be the length of the pipe under consideration.
