you guys should check out jafromobile's channel. He does a lot of dsm 4g63 stuff. He's even got a vr4 galant. You could probably swap to a Talon turbo or eclipse turbo harness and buy random shit off second hand and build it on a budget.
You were joking about the "did 115 in it's prime" after seeing the speedometer right? You do know that speedometers mostly have nothing to do with the speeds cars can attain. My '89 Mustang GT had an 85mph speedometer and it could hit that in 2nd gear and run up to 140 topped out, but my '86 Suzuki Samurai had a 95mph speedometer and it topped out under 70mph stock.

if you do the beltech drop kit with sway bars and get 18x10 wheels a mighty max will handle better then a evo 9

you are going to need a new trans if you have the wide block and want to put a 4g63t in it
