I’m pretty sure it was the installers getting trash/debris/moisture in the lines when installing. The unit is only a couple months old. And of course they rarely ever pull a vacuum. The valve was stuck closed. Head pressure would shoot up quickly until hitting a high pressure cut off. If you take the bulb off and hold it in your hand, you should seen the pressures start to adjust but this one didn’t do anything.

How can you tell , you have bad TXV inside at air handler or the one outside condenser

The indoor is used during AC and the outside is used during Heating. This only applies to heat pumps. A straight ac will only have a indoor txv
