I don't believe city police forces in the US or elsewhere (like Paris, lol) have a rank of Colonel; state police in the US are another story.
In the US military (and many other nations use a similar ranking system) -- for Army, Marines and Air Force -- "full-bird" Colonel just colloquially differentiates a Colonel from a Lieutenant Colonel.
Colonel carries considerably more weight as that rank and above are considered Flag officers, meaning they literally get their own little flag and typically command a large field unit (a division or more soldiers). Promotions to Col and above (Brig General, General, and each additional Gen star) have to be approved by Congress.
Navy being Fleet has a different ranking system, but basically Captain on up through Admiral are also Flag officers and those promotions also need Congressional approval.

It's a good thing the sword broke otherwise Clouseau would've stabbed the main guy when he tripped up the steps.

That would be the most likely place unless he was incinerated by the fireworks. Then again, this wouldn't be the first time he has disappeared and then reappeared in these movies if that is the case. I think he needs to consider moving out of France if he ever manages to get out of there for good. That way he can't run into...(eyes blink rapidly) CLOUSEAU again.
