Yes, it's quite simple: just download the zip and unzip it on your iPad. In GarageBand on a Keyboard track, click on the Loops browser, then Files, then "Browse items from files app". Drag and drop the .mid file onto your track.

Hi! Yes this tutorial was done with Ableton where you just have to unzip the chord pack anywhere in your 'User Library' or 'Places' and then it appears in Ableton's Browser, ready for drag and drop. For Cubase the process is similar: unzip the pack on your computer, and just drag and drop a .mid file from your file browser to your timeline.
