You gotta give the Gym Leaders credit - they all took advantage of Terastallization in a defensive manner, in a way. Making Teddiursa Tera-Bug turned its Fighting weakness into a resistance, and making Sudowoodo Tera-Grass removes its Water, Grass and Ground weaknesses. But the biggest one was Iono giving Tera Electric to her Mismagius, which has Levitate as its Ability. This meant it could not be hit with super-effective attacks without some advanced techniques first, such as using Smack Down to knock it to the ground for a turn, or using a Pokemon with Mold Breaker. The first one to actually use it offensively was Larry by turning his Starraptor to Tera-Normal...and even then it removed its weaknesses to Electric and Rock. Plus, you wouldn't want to bring a Fighting Pokemon against it, since it has STAB Aerial Ace alongside its double-STAB Facade. I ended up beating him with a Staraptor of my own - but one that was Tera-Steel. Now, if he had put Close Combat on it like he does in his rematch...
The Gym Leaders using Terastalization defensively is kind of moot, though, because you go into their battles not knowing what their ace is-heck, if this is your first playthrough, you’d be surprised to see that their ace doesn’t share the same type as the rest of the rest of their team to begin with. So it isn’t defending against anything. If, for example, for Katy, you brought a Fire-type to help deal with her Bug-types, you won’t even think to bring out a Fighting-type for her Teddiursa to begin with-because you’ll already have your Fire-type out to wipe it out like the rest of her mons. Iono is the only Gym Leader to account for this, since Mismagius has Levitate, which you also brought up. And like you said, Larry also works because Terastalized STAB status-boosted Facade can hurt. But other than that? Well…

Larry being the only GL to same type Tera is a foreshadow of him being on the E4, who all do the same.
