After hours of pulling hair with this thing, I came across your post. Thank you so much. I hate the OdMaster app. And I tried programming 162.4 for weather, I go to it and it is pure silence. Doing the long-press you showed is pure bliss.

Can the D3 be set up so NOAA automatically sends alerts and warnings?

All the NOAA channels come preprogrammed already into the radio.
