One thing that could help Europe and others is if U.S. copyright law makes it too expensive to train on U.S. data. Obviously, there are other considerations but that could be a factor.
Same on the other side: if Euro copyright laws make it expensive, then the already trained data (and they already used massively european data) can make a factor to get the money back to support ... people, tech development, .... at the "old continent" ;) btw. We desperately need effective institutions for global stability and UN capability to play this role is obviously diminishing precipitously.
