A lot cleaner looking streets than the bad areas in Philly. I guess because I don't see street addicts and homeless in W Garfield and people not dumping garbage everywhere. Something positive at least.
It's probably tied to property taxes and average home values in the area. They don't want to attract the "wrong" sort of people into their neighborhood, i.e. people with lots of money who will drive up prices and force the poor folks out of the neighborhood. It is deliberate. They don't want it to look nice and thereby attract the real estate vultures.
I remember walking around Garfield Park after Riot fest a couple of years ago, it was probably 1am and got split up from a friend. Pretty nerve racking walk back to the train station to get back to Hyde Park
It's better now because this is after they tore down the high rise projects.,, Robert Taylor Homes (Largest Public Housing projects in the world,) Stateway Gardens, etc. The streets were much more crowded and dangerous in the 1960's and 1970's
