Just a note about using dobies or chairs to raise the rebar off the ground, its because when the rebar touches earth it is exposed to moisture, that moisture will rust the rebar which will then cause the concrete to not be able to adhere to the rebar. Of course this takes time, and as you said, it's just a shed. But in general rebar should never touch dirt.
The rebar rusting can also eventually destroy the concrete because rust expands up to 6-8 times the volume of the steel and can spall out the concrete, causing the corrosion cycle to worsen. A typical minimum spacing for rebar from the edge of concrete permanently exposed to earth (below grade footings, piers, stem walls, etc) is 3" per a structural engineering foundation plan for a current job I'm on. 1 1/2" for non-buried but exposed to weather (above grade stem walls for example)

@@t4terror oh, got it, not real creative with the naming. It seems Crescent or HIT Tools offer the top two budget products, not sure the grade of steel Crescent is able to handle other than "soft or mild steel", HIT mentions up to grade 60.

Rebar Tie Wire. If you search that in the Home Depot website, it should show up at the top of the search. 16.5 gauge tie wire.
