you have to get them to level 10 (at least) some change automaticaly, but most you have to use a certain item, (knights crest, fell contract, etc) there are many items each for one or two people, and in some games (path of radience) you automaticaly change at lvl 21 (becomes lvl 1)

if you have emulators, i would strongly recommend starting with Fire Emblem 7 (just Fire Emblem in the US). it was the first Fire Emblem released outside of Japan and it contains a story backed tutorial component of the game. very strong cast of characters and engaging gameplay. You have to finish the Ruins dungeon three times after beating the game once. There are several bosses and other NPCs that you can unlock from playing through the tower and ruins after beating the game in this way.
In fire emblem 8 you can get a mystery card that at the end of the game can be used to get upgrades like an energy ring or speedwing. They cost a lot so save up and for lyon you have to beat the ruins before the last chapter 10 times.

Or at least while playing FE you feel like telling the units to just do whatever they do for their critical animation. Sometimes while playing Shadow Dragon I find myself telling my mages to just read their darn book (that's their critical animation if you haven't played it) before attacking. After all, how hard is it to read a page real quick to pull of a stronger attack?
for sacred stones you need to have 2 files 1 of erika and 1 of ephriam and then the last file should have all the recruits stay at their basic job but are super recruits...(i got this from my friend and I have not tried ti yet so i don't know if it works)
um yeah for ninian you just give her ereshkrigal to raise her dark magic to be able to use flux but I assume it has the same problems as tetheys from fe:ss

JayZfromBrooklyn, to answer your question, its not the required lvl, but the required SKILL lvl for a certain weapon, and in your case, the sword. I'm not sure what you skill lvl must be to use the killing edge, but if you use the sword enough it will eventually say Weapon level up and keep doing that until you are able to equip the killing edge. ur welcome!
there's also fuiin no tsurugi( sword of seals), but the only way to get it in english is through emulators..not sure if your against using emulators or not
