Xehanort's self-proclaimed goal is to create a world that is balanced equally between light and darkness. To do so, he himself has fallen to darkness, which is why his keyblade is mostly dark instead of completely equal between light and dark. As another person already said, the jagged parts could symbolize the Keyblade War that he wishes to bring about, or it could represent how his goal is noble, but the method he is using is evil. Same reason as that person for the eye - Kingdom Hearts.
