- SEALING OF ELECTION PAPERS IN PACKETS
After the close of poll, all election papers relating to the poll shall be sealed in separate packets as required by Rule 49U of the Conduct of Elections Rules,1961.
All the packets so sealed, shall be taken to the Receiving Centre and handed over to Returning Officer at the Receiving centre.
Packing of Statutory, Non-statutory Covers and Election Material.
In order to avoid delay and the inconvenience of waiting at the place for depositing sealed voting machine, VVPAT, election papers and all other materials, you are advised to pack the covers and other materials in Six separate large packets, as explained below, and hand them over at the Receiving Centre.
Thus, total number of six covers shall be made ready so that no necessity arises for the receiving official at the receiving centre to enquire about the non-production of any of the sealed/unsealed covers to be received by them.
1. The First packet (coloured WHITE) - “EVM PAPERS COVER”
2. The Second packet (colored WHITE) - “SCRUTINY COVER”
3. The Third packet (colored WHITE) - “STATUTORY COVER”
4. The Fourth packet (colored YELLOW) - “NON-STATUTORY COVER”
5. The Fifth packet (colored BROWN)
6. The Sixth packet (colored BLUE)
The First packet (WHITE) - “EVM PAPERS COVER”
1. Envelope containing the account of votes recorded (Form-17C),
2. Envelope containing the PrO Report I (Mock-Poll Certificate), II & III
3. Black color Sealed Envelope containing Printed VVPAT paper slips of Mock Poll
This Master envelope shall be placed along with polled EVMs in the polled EVM Strong Room.
The Second packet (WHITE) - “SCRUTINY COVER”
1. Unsealed envelope containing the Presiding Officer’s Diary
2. Sealed envelope containing the register of voters (17A)
3. Unsealed envelope containing Visit Sheet
4. Unsealed envelope containing the list of blind and infirm electors in Form 14-A and the declarations of the companions.
The Third packet (WHITE) - “STATUTORY COVER”
1. Sealed envelope containing the marked copy of the electoral roll and the list of CVSs (if any).
2. Sealed envelope containing Voter’s slip.
3. Sealed envelope containing unused tendered ballot papers.
4. Sealed envelope containing the used tendered ballot papers and the list in Form 17B.
5. Sealed envelope containing challenged votes in Form 14.
The Fourth packet (YELLOW) - “NON-STATUTORY COVER”
1. Envelope containing the copy or copies of electoral roll (other than the marked copy)
2. Envelope containing the appointment letters of Polling Agents in Form 10.
3. Envelope containing the election duty certificates in Form 12- B.
4. Envelope containing declarations by Presiding Officer.
5. Envelope containing receipt book and cash if any, in respect of challenged votes.
6. Envelope containing the declarations obtained from electors as to their age and the list of such electors who have refused to make declaration as to their age.
7. Envelope containing unused and damaged paper seals and special tags.
8. Envelope containing unused voter’s slips.
9. Envelope containing Form of Declaration by elector under 49MA (Test Vote).
10. Envelope containing Form of Declaration by elector whose name is in ASD list.
11. Envelope containing letter of complaint to SHO.
The Fifth packet (BROWN)
1. The Handbook for Presiding Officer, Manual of Electronic Voting Machine and VVPAT, instructions etc.
2. Used and remaining Indelible ink set (with stopper having been secured on each phial effectively with molten candle or wax applied thereon to prevent leakage or evaporation)
3. Used Stamp pad (Brown colour)
The Sixth packet (BLUE)
1. Candidate Information Booklet
2. Other unused forms
3. Metal seal of the Presiding Officer
4. The arrow cross-mark rubber stamp for marking tendered ballot papers;
5. Cup for setting the indelible ink.
6. All the other items, if any, should be packed into the Fifth packet (colored Blue).

However, I suggest ECI to simply & come forward with One single document containing contents of PrO Diary, PrO Declaration, PrO’s Report, 16 points declaration-all in one naming Presiding Officers Report/Diary - in Open Envelope . Statutory Cover (Closed & sealed) should contain 17-A, B & C, Paper seal Accounts, Metal seal, Polling Agents’ Appointment Letters, etc. There may be a 3rd Cover (not sealed/ closed) containing all other materials.
This shall make the process easier and duty of PrOs a bit comfortable .

आप सही हैं, unsealed कवरों को किसी भी तरफ से seal करने की आवश्यकता नहीं है। लेकिन आपको unsealed कवरों को आपूर्ति किए गए ऑलपिन या स्टेपलर पिन से सुरक्षित रखना चाहिए ताकि पैकेट के अंदर के लिफाफे/सामग्री पैकेट से बाहर न जा सकें।

Unsealed cover means totally unsealed without gum Or with gum but without red seal
Unsealed covers need not be sealed with a metal seal.
Better protect them with an alpin or staple pin.
You can use gum. But sometimes they may be opened in the collection centre to ensure that all required envelopes are inside the packet.

Duplicate copies, I mean carbon copies of Form 17C will be required. If the number of polling agents in the Polling Station is n, then the number of copies required is (n+ 2).
Some ROs want duplicate copies of the Presiding Officer's Diary and Report also. Please stick to the instructions given by the RO of your district. Thank you for your query.

Poling agents can apply their seals in the sealed envelopes. In any sealing like a modified green paper seal. Pink paper seals, etc., agents can sign.

As per instruction, The removed
power pack (battery) of the VVPAT shall be deposited at the collection centre. Since these
power packs will not be stored in strong room, and if no packet is supplied for packing, deposite the power pack (battery) of VVPAT as intructed by RO.

Where do we pack PRO report IV and V?
Thank you for your minute observation. PrO Report IV is applicable for EVM/ VVPAT replacement during Mock Poll and Report V is applicable for replacement during actual poll.
In any case Report IV @ V should be kept inside the same packet as that of Report I, II @ III. For such replacement, the concerned Sector Officer is also involved. So, the Sector Officer may be consulted for any deviation if there are any specific instructions from RO.

Yes. Statutory cover and 5 covers inside the big cover must be sealed

He may be shifted to another locality. But his Name may not be shifted or enrolled in that polling station. So, if the presiding officer is satisfied with his claim, he can cast his vote
