And avatar yangchen answers this question I believe. Correct me if I'm wrong but she says that morally the avatar can't be evil. No matter the person. And if you think about it Raava is the spirit of light and harmony. So why would a spirit like that be in a evil human being. Doesn't make sense

In my opinion, this would be one of the reasons the Avatar would be seen as a possible threat in the next cycle after Korra. With the Avatar’s growing power and free will, humanity would be vulnerable. That would be why new villains would appear: To keep spirits and human/spirit hybrids in ‘check’ and protect humanity from a very real threat: The Avatar. Think of it like CADMUS or SHIELD’s approach to superheroes.

In my opinion, this would be one of the reasons the Avatar would be seen as a possible threat in the next cycle after Korra. With the Avatar’s growing power and free will, humanity would be vulnerable. That would be why new villains would appear: To keep spirits and human/spirit hybrids in ‘check’ and protect humanity from a very real threat: The Avatar.
Think of it like CADMUS or SHIELD’s approach to superheroes.
