I'm not sure why they portrayed it vaguely for just that camera scene, but I think they wanted to avoid depicting full on rape directly on this show and were trying to tip toe around it. Not the most consistent answer, but I dont think the writers were overall trying to suggest it was consensual

If she was having an affair and covering it as part of her job, she’d have put her shoes on inside to look businesslike as she came out. Call it bias but A train is one of my favourite when it comes to the superhero side of things, Superspeed is one of my top favourite super powers out there and I’d always absolutely loved the flash so y’know seeing A-train using his speed powers in a much more real way is always amazing to see. Especially ESPECIALLY in that one particular scene in season 3 😉 of which i was absolutely losing my crap over lol. Not to mention the sound effect used for his power, terrifying. I got no idea what season 4 is going to have in store but i sure as hell am hoping for some more amazingly brutal scenes with him in.
Tho i also must say that Homelander is absolutely one of the best characters in this entire show, Antony starr is absolutely incredible, what a down right terrifying yet amazing character he has brought to life.
remember when the writers led the viewer to believe Homelander's boss ordered him to destroy the plane at the end of the first episode (or was it the second episode) .. but really it was Homelander's own decision. I think the writers are doing similar here .. let us allow our bias to lead us to believe Homelander raped Butcheer's wife .. but really she could have just had a fling with a celebrity. The writers have deliberately left the "reality" obscure to allow our bias to lead us to a possible wrong conclusion. They can decide what the "reality" is later.
I would rather say that this show has red lines they won't cross, among them putting actors in uncomfortable situations they don't want to be in (for example, the scene when Homelander sucks on Stillwell's fingers. It is probably meant to represent him actually sucking milk, but it was a hard "no" from Anthony and Elisabeth to actually do it). Questioning if Becca was actually R'd is never a plot point in the show, it is something that comes from the viewers.

I believe that when Becca said "he raped me" it was ment to be verified information the writer wanted us to have, without having to show how it happened. There is no fool proof way to tell what information is supposed to be accurate or false, but if the show tells us something and never put it into question, we can safely assume it's what they ment happened.
