Judging by the fact that you said your PS2 can play NTSC and PAL games, and the fact that the PS2 detects the game as a CD-based PS2 game initially, I'm going to assume that this is a modchip related problem. Some older modchips require you to set the chip to PS1 mode by pressing Reset twice or holding it while powering the PS2 on.
Hey man, to run pas1 games on ps2, after turning the ps2 on insert the ps1 disc and press the power 3 time quickly and the game will run, try it and please let me know, enjoy !

I have to wonder if that's because the CD laser does not work. Do you have any PS2 games that come on CDs?
It's a mod chip issue. It's been confirmed that the ps2 had a mod chip and it was accidentally turned on
