Just because there is a marked speed limit, doesn't mean that is the speed you should be doing when the road conditions are snow covered! Cities need to reset speed limits during bad road conditions. Most have the overhead electronic signs. Put them to good use, other than telling people to buckle up. Input lower speed limits by half until road conditions improve. It will save a lot of lives!!
Most of these people are actually driving above posted speed limits. Most vehicles will handle a lot of these conditions at posted speed limits with a halfway decent driver. However! *NEVER DRIVE DOWNHILL ON SNOW/ICE ABOVE THE SPEED LIMIT!!! YOU WILL NOT BE ABLE TO STOP!!!* Especially long hills. I get the feeling they are all colour blind and actually cannot tell the difference between red and green. We get a lot of that in Essex. Red lights are advisory, and if you see red lights on cars in front of you, just speed up and find out why they are all braking.

Winter tires dont really seem to be a thing in russia ( which...kind of surprises me ) 3. the US was just like this in 70s and 80s, i can recall everyone driving around drunk at the time, it was common then and was not captured on film back then. I think the problem is not a drunk driving(because you can easily lost your permit for one or two years) but overspeeding. People believe that modern cars and studded tires can protect them whereas speed limits inherited from 70s. So speeds over 120km/h does not look like unusal, but some drivers own their cars very first time. Thus, they pretend to drive same speed as others do, in spite that fact that they do not have enough skills. Just in case, dash cams are widely used because in case of any court trials with insurance companies it will increase chance to get full payment from them

There is another point that is "typical russia driving". It's not recognising (or ignoring) a potential danger. Even in this video you see it numerous time. You can see certain situation coming. 1. Russian streets are pretty badly maintained.
2. Winter tires dont really seem to be a thing in russia ( which...kind of surprises me )
3. The only safety features, a russian car needs, are a horn, a fucking dashcam, and really bad music blurring from suboptimal speakers.
4. It actually is amazing, how many people in russia still seem to be alive.
The winter tires aren't helping man. I got some summer tires (yokohama) which grip on icy roads way more better than my winter tires. But we must obey the law.

the US was just like this in 70s and 80s, i can recall everyone driving around drunk at the time, it was common then and was not captured on film back then. Russia now almost has as a requirement that people have vid cams in their cars for liability reasons, if the US did you would probably see as much footage of these incidents
I think the problem is not a drunk driving(because you can easily lost your permit for one or two years) but overspeeding. People believe that modern cars and studded tires can protect them whereas speed limits inherited from 70s. So speeds over 120km/h does not look like unusal, but some drivers own their cars very first time. Thus, they pretend to drive same speed as others do, in spite that fact that they do not have enough skills. Just in case, dash cams are widely used because in case of any court trials with insurance companies it will increase chance to get full payment from them

Yes ! They generally pustpone the breaking until it's to late. And no Ali, it's not due to the snow, they do it in the summertimes too. You will find countless vids or you could clearly see that the accidents could have been avoided if braking would have been done when the danger was visible.
There is another point that is "typical russia driving". It's not recognising (or ignoring) a potential danger. Even in this video you see it numerous time. You can see certain situation coming. But for unknown reason, the russians don't care of those. They generally continue their way normally, without adapting speed that could allow them to react.
When you have a camera like all of them must have you gain from not getting rear-ended because that is often your fault.
