If he doesn’t know the words without the vowels you should teach the actual words and their meanings. Because when you learn a word for example cn y rd ths. You can read without vowels we do it in English unconsciously. And in Arabic it’s extremely common for it to have no vowels because if you speak the language you should have the vocabulary to understand the word depending on the context.
The vowels just give the exact pronunciation
