Theory : I have noticed on my 7-10th view that the devouring swarm icon has absolutely no damage, all the others have some form of wear and tear as though the powers they represent are quite old. However, the devouring swarm icon is pristine suggesting that it’s power is new. Based on the icon and the second tale of Dunwall “The hand that feeds” my theory is that the outsider made the devouring swarm ability brand new for the kid in that tale.
