To catch bait fish, the best thing I found is a tiny hook and just the tiniest piece of a slim jim. Like half of your pinky nail. The oil in the slim jim gets it coming like crazy and it is tough so you can catch multiple on one tiny piece.....

I've lived here my whole life, and fishing regulations here are so crazy. Often regulations on seasons for certain species will differ from waterway to waterway. You are not allowed to use cast nets to catch bait. Trout regulations are completely brainless. That's just a few examples of what us New Yorkers deal with.
