Go to your main GTA3 directory and then go into the \models\Generic folder. Delete the player.bmp you find in there. In-game go into player setup menu and select default player skin, this may require a game restart for it to work.

its because the skin for the model is not downloaded.it was somehow deleted

4 years later, the issue is still there and even I have the same issue! LMAO
You should keep backup of gta3.img
Otherwise you have to reinstall the game
