Not really, the song seems to be from the perspective of a worker ("we even have unions for higher wages"), while no one but parts of the merchant class and owning class would be this positive about the Industrial Revolution.
I could see a well-to-do international merchant from early on into the Industrial Revolution, while England was still the one of the only ones ahead, sing this song to diss their collegue from less-developed European nations, but a factory worker? Nah
