Benny does an excellent job of explaining how a simple glow procedure is executed.
For those who are not a photoshop wizard or ninja yet,
@ 1:22 after duplicating the layer using alt + click drag which was mention in video, but what was not mentioned in the video was how to revert the mask back to black by hitting alt + backspace when layer mask is selected and then double tap the solid color layer to change and adjust the color

1) Benny Looks Sad. 2) The idea behind the capital letters in every word in your title is slipping from my understanding. 3) Glow effect is good, but will it make previous 2 points better?

I find myself importing my images into a Davinci Resolve 18.6 timeline at the same resolution as the photo. The new lighting effects, light rays, halation, and light rays make my photos jump off the page. I use Photoshop 2020 Elements and wish any of them had a good glow effect.

the basics... starts the tutorial with 3 layers, a mask and a shape? and then we just start from there ?!

Here we go!, I have an easier way which to be honest feels better in my opinion,
1. Duplicate the part you want to apply glow on in a separate layer.
2. Set the Blend Mode to Linear Dodge
3. Add a gaussian blur to it, and set the value accordingly
You're done! You can duplicate that layer for a more intense glow and hue shift for depth.

I'm surprised how primitive a lot of Photoshop effects still are. This is why I'm forced to still use After Effects for most of my effects, especially when I have batches of photos to go through. I just apply one set of effects to a composition and render out a sequence all at once.
