The two pieces are different enough from one another to tell which is which though, so to answer that, the rule is that a Necrofantasia arrange is based on Necrofantasia, and a Necro-Fantasy arrange is based on Necro-Fantasy, obviously.

Probably has something to do with the plot of Touhou 7 and Yuyuko being a ghost? That's my guess, but considering ZUN is absolutely off the wall when it comes to music titles, it's totally up in the air.
Well I figured the meaning of Necro Fantasy (Fantasy of the Dead?) tho I think Necrofantasia would have the same meaning, then there's the Girl Sealing Club Fanime where Necrofantasia is stated to be like the Underworld when she explains what's immortality which is when the boundary between life and death was removed (well it seems our boundary manipulator girl has some relation to this lol)

What's the rule that separates a necrofantasia arrange from a necro fantasy arrange?
the beginning of Necrofantasy often starts with 1 note being repeated over until a couple more come in while necrofantasia is just instant rape
