    Garp punches Luffy.
Luffy: "Ow! How come your punches hurt even though I'm made of rubber."
Garp: "I infused them with Armament Haki. It allows me to bypass your devil fruit and hit your true body."
Luffy: "mhmm... I see, so its a mystery punch."
Garp punches again: "How bout this then it hurts because I filled it with love!"
    Luffy: "Ow ow ow!"

The way Haki isn't talked about in the first part of the series but is so ubiquitous in the second reminds me how in the East Blue arc Devil Fruits are so rare to the point people think they're a myth, yet once they get to the Grand Line everyone and their dog has one.

As other people have pointed out, Haki is said to bloom in battle. Aside from some exceptions, most Haki users, especially Armament Haki users, were fighters, or lovers of battle. For a lot of the early story characters, this may not have been a requirement. Characters like Buggy and Crocodile are first pirates, and then sneaky or cunning schemers. I'd like to think Buggy or Crocodile would prefer to get their work done via deception or manipulation rather than outright battle, so it makes sense to not really ever focus on Haki.

Crocodile focusing heavily on his devil fruit would also explain how he's aware of awakened devil fruit states. I recently watched the end of the dress Rosa arc and an interesting line: "all those trained in haki come with me" it implies that some people in the marines army like the various people we see are starting to be trained in haki. @@walterlaten7662 In Enel's case there are multiple options, he could just annihilate anyone who knows haki but didn't know about Enel's ability, or perhaps Enel seeing himself as a God wouldn't bother with mortal tricks. Buggy may have known about haki but due to haki requiring a good amount of training to get proper use of it he opted to delve into his fruit in a weaker sea as most people use slashing weapons or guns which he can split himself up to evade. Arlong either didn't know haki or never developed it to a strong point as he believed Fishman were superior to humans so he simply took over a weaker sea's island and kicked back there. Crocodile definitely knew about haki but wanted to figure out things he could do with his fruit and after doing so decided he didn't need haki with how powerful he was, he most likely will have trained his haki after losing to Luffy. The marines likely always knew haki but with so many recruits they most likely left those who didn't know haki before the grand line and only started haki training in the grandline/ new world. Also note that most of the new fishman pirates didn't use haki but chose to use the drug instead, now whether that's because they didn't know haki or just because the drug was easier is up for debate but due to them not using haki could explain why Arlong didn't know it, because of how much Jones idolized him he'd definitely have learned haki to be more like his idol. @@walterlaten7662Haki was just called being strong. We see this in Wano. A lot of people use Haki but it's was literally never called that in Wano. Noland and Kalgara both knew Haki but it was most likely never called that back then either. They most likely just called armament Haki "strength", observation Haki "instinct", and conqueror's Haki "presence/charisma".
The fact of the matter is we don't know when Haki was officially recognized, studied, and understood as a specific set of abilities vs a vague quality that some people possessed. We also over-estimate it's prevalence in the wider One Piece world by focusing on a part of the world where it is highly saturated and still growing.
Another thing to think about is the fact that Haki isn't the end all be all in terms of fighting. It is more than possible for a Haki user to lose to a non-Haki user. We have also seen on multiple occasions that one of the Navy's greatest strength is it's numbers. Getting as many people as possible without limiting recruitment to those who show an innate talent for Haki is a valid strategy that has helped the navy become the world power it is (quantity over quality).
Long story short the one piece world is WAAAAAAAAAAYYYYYYYYYY BIGGER than Haki, we're just focusing on a part of it where it's really intense and prevalent.

"Haki blooms in the heat of battle" is such a beautiful retcon by Oda because it explains why nobody says shit.
I think the reason why people like Crocus or Garp or heck even GANFALL from Skypiea say anything about Haki (or Mantra) is because it's not just something you can learn or get a pamphlet to unlock. It's got to be awakened from battle.
The revolutionary army has kids trained like military combatants for them to awaken their haki. It's something that they gotta pop for themselves.

    • @kayl65

Rayleigh said that Haki can be learned by everyone and I think that it doesn't unlock at a certain age. It depends on the person and as you said haki blooms in battle. My idea is that the CP9 don't know and wasn't able to unlock haki because they are already very strong in the grandline. No one can stop them and they always achieve their goals. Things were just too easy for them.
Also I think that the government didn't taught the CP9 members haki because maybe one day the CP9 could betray them and with rokushiki, haki and devil fruit they could be a threat. Look at Who's-who, he knows haki and rokushiki and also has a devil fruit. He was able to escape Mariejois. The government not teaching the CP9 haki is just another way for them to keep the CP9 in check.

Further, I’m not sure we know how the CPNumbers are actually organized by the system, 9 seems to have been the lowest and 0 is the highest, but it could also be a matter of districts or target viability.
CP9 was clearly not considered necessary for any other tasks in the multiple years they were stalking Iceberg based on Spandam’s personal obsessions with acquiring the Pluton Blueprints and Spandam was clearly over the moon with the Opportunities of both Franky (personal vengeance) and Nico Robin (Father’s great Black Mark) almost literally falling into his lap. Like, Garp can bypass Luffy's rubber body just fine without the glossy cover, and Zoro is pretty ridiculous in his weight training, also, Margarete does shot arrow rpg's at Luffy without the black sheen. And I'm guessing most pirates wouldnt bother to turn back all the way to the weakest seas to make a show of their full power haki. Previous to Haki's explanation, it was an invisible force to the crew and therefore to the audience. Many characters likely did express Haki or at the least had the capacity to use it, but it wasn't necessary to explain given the circumstances.
For example, Its stated by Oda (When asked) that the 6 powers are NOT Haki. But then the question arises, is Haki (as a defensive option) stronger than the "Iron Body" technique.
As unlikely as it seems, its possible that Iron Body is actually better than Haki for defensive purposes rather than offensive purposes.
-This also is backed up by the fact that Koby is shown using "Shave" implying that Garp has the ability to use the 6 powers, but in the same chapter attacks Luffy with Armament Haki, we know its Haki because he expresses pain and the crew is taken aback by the fact that he had taken actual damage from a blunt attack.
    Moving forward,
On the end of offensive tactics, its also entirely possible that the 6 powers are ultimately stronger than a base knowledge of haki when relating to both, Armament Haki with Iron Body, and Observation Haki with the dodging one i forgot what it was named.
The powers themselves exist in such an obvious parallel that it would be difficult to believe that Garp would use anything but the 6 powers when hitting Luffy in the scene. That being said, the 6 powers being shown nearly directly before Haki's reveal shows substantial evidence that the 6 powers are relevant to a different extent, albeit possibly lesser.

Then he muscles his way up to Captain and was given command of a Navy base. yeah I mean I guess realistically 1-2 years of being taught it is kind of a tall task, but Rayleigh did say that some people unlock it right before their death, but end up dying anyways, so there might be a shortcut but only if you really think your life is on the line
yeah I guess putting aside 1-2 years from your goals of sailing the seas or w/e ur plans are is difficult, it's easy for marines who do nothing but train all day, or sabo who did nothing but train all day
I think it's just hard to comprehend that these absolute FODDER marines could learn haki and all of them have haki, but beasts of characters who can decimate them, and who SHOULD WANT TO LEARN HAKI, just don't learn it.

I guess one explanation could be that Haki is simply not overly prominent in Paradise..... though this would also come with the caveat that Logia powers appear more dominant in that part of the world than they actually are. It'd be kinda like how Devil Fruits as a whole are rare in East Blue (and possibly the other three oceans), but once you get to Paradise, they're friggin' everywhere. At any rate, Crocus may've simply thought that people just entering the beginning of Paradise haven't had enough experience to know about the real shit that'll come about in the New World, but if they do manage to get that far, knowledge about it will come to them naturally.
Another thing I think is worth mentioning: Crocus may just not be capable of using Haki himself. Yes, he was a member of Gold Roger's crew, but do consider that the Strawhat Pirates are a good ways into the New World, and over half of Luffy's crew STILL doesn't seem to know a single form of Haki, let alone all three (as an aside, I'm especially surprised that Robin never learned it during the timeskip, given that she was training with Dragon..... assuming Demonio Fleur isn't supposed to be Armament). With that in mind, it wouldn't at all surprise me if the doctor of Roger's crew wasn't a crucial combatant, and therefor had no mastery of Haki like some of the more physically powerful members. Thus, it might be easy to explain that the reason Crocus didn't tell anyone about Haki is because doing so might be difficult if he were incapable of a live demonstration (though, you do make a good point about him being able to explain that Logias aren't invincible, but really, I just think that the subject of Luffy's fight with Smoker simply never came up).
Also, I have a guess as to why Arlong never used Haki. As a Fishman, he's a natural master of aquatic combat, and even has some control over the flow of seawater. Given that these alone are MAJOR weaknesses for all ability-users, Logias very much included, he may've just never seen the need to bother with an alternative method to fight such opponents (more so since he isn't a disciplined and dedicated martial-artist like Jimbei is). Plus, one must consider that One Piece seemingly has an even bigger water surface than our earth, with nearly every landmass just being a relatively small island (granted, the Red Line is a continent that stretches around the entire globe, though one that's pretty thin in width). This means that Fishmen have an inherent advantage against ability-users in nearly every part of the world by default.

I also think that it is less likely to naturally manifest if you are trying to make it. at least that first time. that's why nobody tells newbies in pirates or marines or cipher pole or countries. becuase you actively sabotage someone's ability to learn it if you tell them about it. even if you are an enemy you don't want to tell them about it on the off chance they have it and didn't realize it. telling them could make them stronger. so basically there is an unspoken rule that there is no fight club.

I feel the 7 deadly sins motif can be categorized more like this in the closer to Latin themes.
Pride - Dishonesty. Being unable to see and admit ones own faults.
Greed - Uncharitableness. Being unable to value what they have, only valuing that they have it.
Envy - Covetousness. Placing value on what others have, and on what one doesn't.
Sloth - Complacency. Comfortable with lacking the motivation or ambition to do more than the minimum.
Lust - Obsessiveness. Willingness to do 'Anything' in 'Anyway' to achieve or obtain something.
Wrath - Apathy. Unwillingness to sympathize, emphasize, or show mercy.
Gluttony - Wastefulness. Valuing nothing, to the point of destruction.
Very bare boned definitions, I know.
I would say Crocodile is definitely closer to Envy, Greed, or Lust.

Crocedile lost his dreams and tried to be lazy and comfortable as he can about it, bullying people below him. Moria overall is still heavily ambitious and he is literally surrounded by larger-than-life forces all around him. Dr. Hiruluk: "A pirate? Pirates are great men of the sea. They have a body hard like stone, the eyes of an eagle, and a voice that tears the sky asunder!" These are clearly the three types of Haki.
Absolutely Hiruluk and Kureha knew about Haki in some way. The best explanation is that Hiruluk's cherry blossom land that cured him was Wano and that Kureha's secret to youth is also Haki. Obviously Mantra is advanced observation. There are endless examples.
Fully developed Haki requires a certain level of strength. Without that strength and experience, it comes out without the user knowing. Nami's superhuman navigation is observation, so is Usopp's insane aiming. Zoro slicing the stone and not cutting the leaf is advanced armament (the same thing is said by Zoro's master in East Blue as Hyo in Wano about what armament Haki really is and what it can do).
Haki was used all throughout the first half of One Piece, it just wasn't given visualization until Luffy learned it, because the story is from Luffy's perspective. It's the same thing as us not knowing things about the world that we should, because Luffy doesn't pay attention to that stuff.
Lucci has been confirmed to have known and be using Haki in Enies Lobby and it's very clear the 6 powers are a learning tool for the precursors of Haki in general.
Luffy and Sanji learned the 6 powers (it's arguable Luffy only knows Tekkai, Soru, Kami-e, but Rokuogan is a basically a specific form of advanced armament Haki)
Crocodile of course knows Haki and probably used it constantly throughout the arc, but he just applied it to his sand attacks, explaining why they are so freakishly strong for just being sand.
There's not a single example of Haki being a plothole if you understand that Haki was used but not shown all the time. Characters talk about Haki constantly, just not in the language of Haki, because the word "Haki" is not a universal term. "Wano" uses Ryuo, Amazon Lily uses "Haki."

People always forget that armament has levels

Can’t blame people for not catching these hints because of how universally-accepted it is that these tropes and cliches, especially in shounen, are just there for dramatic effect and not actual skills in-universe like Hunter X Hunter.

I know this video was made over a year ago but I think we have a pretty good explanation now for why CP9 was taught Rokushiki and not Haki.
    Time and resources!
But for real, I would argue that it probably takes most people in the one piece world years upon years to develop haki through training if they don't awaken it randomly like Coby did. Luffy, Zoro, and Sanji were able to use haki after 2 years because they all had insanely powerful people training them, but it's also established that they already had an abnormally high level of ambition when compared to almost anyone else in the world. The CP9 members were constantly sent out on missions, even long-term undercover missions. It would make sense for the WG and navy to have a policy to only train people in Haki who have naturally awakened it to some extent or have shown that they have some affinity to it because the time and resources it would take to train anyone else would be exponentially greater. The CP9 agents that were promoted to CP0 were probably trained in Haki after Ennie's Lobby out of necessity because the WG realized they needed stronger CP agents. I imagine that they are probably taught Rokushiki first because those abilities don't rely on the user's ambition and it's probably more reliable to train agents that way rather than risk trying to train people in haki who might never be able to use it. We also don't really know how long it took for all of them to learn the powers, it's very likely that the CP9 agents who were undercover at Galley-La only mastered all of the Rokushiki powers just before going undercover, and the ones who didn't go undercover may have still been training or on other missions during that time.
    TLDR:
It's very much believable that CP9 was not trained in Haki by the time of Ennie's Lobby because the WG just didn't have the time and resources to train a bunch of active agents in both super advanced martial arts and Haki, especially since they can always just call in a vice admiral to situations where Haki is needed.

I think Jimbe is a real hard one to pigeon hole as a sin because he seems to be an actual stand up sort of guy, even Kuma seems to be, to you point.

To be fair when Shanks met Whitebeard, it seemed like all of Whitebeard's weaker crew members didn't know about Haki either because they got confused when Marco warned them to stay away. The One Piece world seems to treat Haki as something to teach if you have natural talent for, like you said it's ambition and will power, if someone has enough of it, then I'm sure they'll be worth sharing this knowledge. Otherwise it just be easier to have someone grow with their own innate abilities instead, which is why I think most of Luffy's crew and even a lot of the Yonko's crew members hasn't fully developed haki yet.

In case of Cipher pol I guess it could be argued that firstly considering how rare devil fruits are in grand picture, for most of their potential assassination targets they don't need to know armament. Secondly haki is tied to strong will, you don't necessarily want your secret assassins be nothing more than pawns.
Then there is also the thing how Luffy trains his haki/will in heat of battle. Marines and pirates face open combat, so there is opportunities to develop your will. Sneaky CP agents strike from shadows so there is less chances for that too. I guess Lucci and gang while running from marines wakened this potential to use haki everyone has and now they are a blade pointing in two directions in WG's hands.

@Zero we don't know shit about the average marines, some people are predisposed to having strong haki when they are born, just look at Aisa from Skypeia. Maybe the marines all have goals to become admiral one day and that drives them to seek power faster than most marines or they had traumatic experiences that lead to the unlocking of haki like Koby during Marineford. Having ambition alone doesn't make you stronger though and just having haki doesn't make you strong, you clearly have to put in training. But its better than cp9 who seemed content in their positions/careers as assassins and already thought their current power was far superior to everyone, they might have killed plenty of people who had weak armament haki and though well this shits trash and never cared to learn. they spent 4 years living in water 7 playing at normal lives and jobs, they probably didn't feel they needed to be stronger, they were clearly wrong. im fairly certain that observation and conquers haki were both set up very early on, due to mantra, zoro sensing the breathing of things, and shanks in chapter 1. they might not have been fully fleshed out to the t at those points in the story, but the general idea of intimidation and sensing surroundings are clearly there from the beginning. however, I think that armament haki specifically wasn't set up at the time. the only evidence of armament haki before amazon lily is mihawks black sword, but that could have very easily just been a black sword design, that was later retconned into armamanet haki. that's why no one in CP9 had armament, or why crocus say anything. I'm pretty certain that Oda realized that logia devil fruits like smokers, aces, and crocodiles, were way to overpowered, and decided to make armament haki later. so the need to create armament haki came up in alabasta, and at that time it was simply a way to hurt logia users, and not anything more advanced then that. CP9 didnt use it since there were no logia df users in the straw hats. when oda was about to head to amazon lily, he decided to expand the use of armament haki to harm all df users, and that's why it became so important later on.

The thing about haki in the pretimeskip is that there is plausible deniability with it.
    - characts knew about it couldn't use it
    - characters didn't know about it, but use it innately
    - characters that knew about it, but choose to not use it
And there is instances of characters using attacks alluding to haki, aside from Shanks
Mihawk - Observation to deflect bullets
Zeff - Armament to stop bullets
Dorry and Broggy - Armament against Goldfish
PS: what if Rokushiki is actually haki, but in very specific application

Dorry and Broggy don't need haki to slice a goldfish, especially not when combining their power, but I have no doubt that they at least know of it

@@blastortoise the combination attack they used is haki based, knowing what we know today, from wano we learned armament haki can be projected from a weapon to create shockwave attacks.
if you look at the anime scene Dorry and Brogy are even envolopped in aura, not unlike how the wano anime depicts haki

You see Zoro utilize shockwave slashes only after his fight with mr1
After Zoro's training with Mihawk his cannon techniques get stronger, and pretty much all his techniques now release shockwaves
It's a retcon, to some extent, but Oda had developped the concept enough around the Alabasta Saga and was vague enough with it early on, that the retcon doesn't feel drastic

I think you forgot about Zoro’s teacher, Koshiro. It looked like in a flashback during the Zoro vs Mr. 1 fight, Koshiro was trying to explain Armament Haki to a young Zoro. That’s how Zoro learned how to cut steel.
Also, I really don’t think Haki’s something you can just teach. You have to awaken that ability first, then you can learn how to control it through lessons. Both Luffy and Zoro had awakened to the ability before the time skip. That’s why they could be taught. Sanji probably awakened to his while trying to escape the Okamas. Coby awakened to his ability during Marineford. Usopp awakened during Dressrosa. The CP9 probably didn’t have the opportunity to awaken until during Ennis Lobby when they felt challenged for the first time in their lives.

I think the CP9 knew Haki, they just didn't have a reason to use it (aside from Kalifa when she was fighting Nami but you could argue that she was still fairly arrogant in that situation before she suddenly got overwhelmed by the thunderballs)

It's true that Haki is a really important power, but it takes years to master it and Luffy, Zoro, and Sanji were already very strong for the first half of the grand line.
