      No is just install of forecast channel released in december 2006

      It made that sound before the forecast, news, and Wii Shop were activated. Then they had their own banner sound.

      How to get forecast channel again
      Step 1 Go to wii options
      Step 2 Go to wii settings
      Step 3 Go to page 2
      Step 4 Go to internet
      Step 5 Go to conection settings
      Step 6 Go to connection 1
      Step 7 Go to change settings
      Step 8 Switch the page 3 times
      Step 9 Go to dont auto obtain and click advanced setting
      Step 10 On frist box type 164.132.44.106 and on second box 1.1.1.1
      Step 11 Click confirm then svave then ok and wait like if this works

      It was originally recorded on a VHS tape then digitally recorded to the computer using the analog to digital feature (basically it accepts a composite video input and outputs it as a webcam to a PC via USB) of a Sony Handicam camcorder on Windows Movie Maker.

      It was most likely recorded onto VHS then transferred and converted to a file format that their PC could handle, then they uploaded it on RUclips. That's my theory.

      @@Coblasteus I think the VHS is the only one at fault... I can't see (from my experience) how a conversion could distort sound only at the first few seconds.
