Sir,
the ultimate aim of a government should be to eliminate poverty and ensure prosperity in the society. MGR ensured it by regulating the PDS better than his all predecessors. Rice became staple food in tamilnadu
Regarding future thinking,
he introduced Telugu ganga to Chennai. Forethinkig future need and growing population ,he concentrated in higher education by starting 6 universities and paved way for private engineering and medical colleges which make this State in IT and medical lead. VAO system, 50 percent reservation to BC support to small industries,Avin,Tamin are some of his works I think this is enough for MGR to rank him in the list of best CMs.
Perhaps routine ordinary file seeing, tensing officials, hasty decision making may not be with MGR s administration.
During MGR period whether poverty was not there? What he did ? He did only administration not development .

Yes. Jothi Basu very simple man. Whenever he comes to Chennai he used to stay in west Bengal Tourism Guest house and by walk will go to Geetha cafe in Walaja road for breakfast. I have dined with him in same in that hotel and had conversation. I have seen such simplicity in Kamarajar alone. He ought to have been made PM. But his own party and other alliance parties also betrayed.

MGR routed corrupt Karunanidhi, stood for the cause of Tamils at Srilanka, took bold stand on LTTE, established Thanjai Tamil University, brought Krishna water to chennai, No cauvery water dispute with karnataka, best CM for the neighbouring states, established various engineering universities (deemed), abolished caste based karnam post at villages, cleared naxalite at dharmapuri within a day. No food shortage, brought back prohibition in1977 etc., etc., etc., Donated all his properties to TN people. what you are talking Mr.?
Mgr, never robbed the public fund; hated to enrich himself thro' government money; kept the rice price under control even during his toughest travelling of health issues ; never hesitated to draft and execute a permanent solution for the drinking water problem of Chennai by signing an accord with Ntr; never moved back from the attitude of maintaining an ultimate cordiality with the neighboring states; showed zero tolerance to revamp the local transport system; never promulgated anything against the public distributing system a numb ; never allowed his family members to take an extra hand in his administration; never delayed any proposal in opening up chains of Engineering Colleges with the prime notion of producing lot of technical guys in the state et. al . Pity you Mr. Bala , as your servicing days were not with TN when the "branded actor" was in power. Stop lobbying Dmk and Mk as the towering image what you are enjoying is the end product of your professional
EEs( experience and expertise) and be sure they should not be punctured by these sort of cheap lobbying for Karunanidhi , the evergreen curse of Tamilnadu who changed the staple food of rice to tappioca in early '70s and kept the state under constant darkness for years together in the later years of 2006-11; introduced large-scale corruption and the state owned organized rowdyism by his own men. Let the face of you be yours and don't make it be Kantaraj's, the doctor.

இவர் எப்படித்தான் ias ஆ இருந்து மக்களுக்கு சேவை செஞ்சாரோ தெரியலை. MGR அவர்கள் 1984ல் தனியார் பொறியியல் கல்லூரி துவங்க அனுமதித்துனாலதான் இப்ப தமிழக இளைஞர்கள் IT துறையில் சிறப்பாக உள்ளனர்.
IT துறையை கொண்டு வந்தது ராஜீவ் காந்தி அவர்கள். அப்போது எம்ஜிஆர் இறந்துவிட்டார். தனியார் பொறியியல் கல்லூரிகள் அனைத்தும் அதிமுகவினருக்கு கொடுக்க பட்டது. அவர்கள் கல்விவியாபாரிகளாக மாறி கல்வியின் தரத்தை தாழ்த்தியது தான் மிச்சம்.
கல்வி , TASMAC இரண்டையும் தனியாரிடம் தந்து தமிழ்நாட்டை சீரழித்தவர் எம்ஜிஆர்
